Rochester is among three upstate cities to see its population fall last year.
The census bureau's released its 2003 population estimates. Rochester lost 0.6 % of its population.
Officials say more people moving to the suburbs and to other states for jobs. Buffalo lost 0.78% and Syracuse's population declined over half a percent.
Albany grew point .04% and New York City grew 0.17%.
